Why did Sequoia Healthcare District give $102,500 to Star Vista?

Star Vista, formerly Youth and Family Enrichment Services (name change courtesy of $55,000 pro bono services of the Taproot Foundation) lists a $102,500 contribution from the Sequoia Healthcare District in its 2011 Tax return (990). Web Link
This organization lists revenue of $8.2 Million in government grants, and expenditure of $7.7 Million in salaries, etc. It is essentially a government agency.
Ergo, the question.
This was never the intent of voters when they created the Sequoia Hospital District in 1946, and allowed themselves to be taxed for construction, operation and maintenance of Sequoia Hospital which they no-longer own.
