The supervisor of the failed department should be fired, as anyone in the private sector who fails the customer base would be. If you're being paid by the taxpayers at the managers level, there had better be accountability.
Sadly, I expect the usual public sector zero-accountability culture will prevail, though.

New improved software in 4 to 5 months? That will probably take at least a year and go over budget by 100%.

What's not to be satisfied with a 2 year return policy, why not make a 10 year return policy.
What on earth would take 2 years to cut a check.
