San Mateo County probation department uses Electronic Monitoring
Santa Cruz county uses EMP for PRE TRIAL
The Grand Jury found that significant daily cost savings of approximately $100 per inmate/per day are available if selected pre-trial detainees are released into an EMP.
There is no Electronic Monitoring Program for pre-trial detainees in San Mateo County. Why? Sheriff Greg Munks does not favor the use of EMP because there is an increase in the number of arrests for violent crimes.....
I say, don't release alleged violent criminals on EMP. That solves it.
We currently have a daily inmate population of 846. Of that 76% are pre trial detainees. If we could reduce our ptd by 400 inmates that would be a savings of $40,000 PER DAY and we San Mateo County, might not need a new jail.
Kazarian case 17 felony counts and 1 year in our jail because he could not afford the 1 million dollar bail. He was found not guilty of all 17 counts. This is a perfect reason for an EMP in San Mateo County for pre trial detainees.
