Suspicious chemical odor leads to hazmat response

==B Update;== A suspicious chemical odor, a plume of smoke and the sight of a man standing at the back of a pickup truck early this morning in North Fair Oaks led a sheriff's deputy to call in firefighters at 2:15 a.m., authorities told the Almanac.

Does the County have a noise ordinance? Two very loud news helicopters (KGO and someone else) hovered directly above my house from 5:00 AM until 6:30 AM. Needless to say, I was kept wide awake during that time. Who gives these guys a pass to disrupt everyone's sleep, particularly when the "incident came to a close around 5 AM"?
