When the City of SF was considering renaming Army St to Cesar Chavez, CalTrans put out a multi-million dollar estimate of cost to change all the street signs in order to disccuourage the vote. It passed, and the signs cost a tenth the estimate.
This looks like an agency digging in to defend its ignorance. Oak tree roots are not deep, the most respected oak tree expert on the peninsula has dismissed this SFPUC upset, and they are still saying they will "tunnel" at great expense. OK SF, do it the hard way, but the tree was there TWO HUNDRED YEARS before you were, so just do the right thing.
