That was the first time around of $4 gas, so that fund got very large," he said. "But instead of allocating the funds to transit, the state took them. So we never quite got the money."
The gas tax is fixed, not a percentage. When gas prices go up, people buy less, ergo a fund would be smaller than usual, not larger. But whatever.

State Transit Assistance (STA) funding, which is the revenue source approved by voters in 2007 referenced in this article, dedicates the state's portion of *sales taxes* on fuel sales to transit programs. Indeed, STA funding, a special type of fuel tax, did grow as the price of fuel increased because (as a sales tax) it is assessed as a percentage of fuel sales and not a set rate per gallon of fuel like most other fuel taxes.
