John Johns for City Manager

Original post made by Grateful Resident, Atherton: other, on Mar 19, 2011

Back in 2007 an Atherton employee did something highly unusual.

When asked to figure out how to save the taxpayers of the Town of Atherton money, by investigating financial controls in the police department (which commands more than half the total budget), Johns decided to actually do his job.

It would have been much easier to laugh about it with Bob Brennan and Glenn Nielsen, and draft a phony report like Pete Peterson did to cover up in a "you scratch my back and I'll scratch yours" mentality that rules in most municipal governments in bankrupt California.

But Mr. Johns decided to actually do what Jerry Carlson asked him to do: audit the police department. Days later, he was fired for creating a "hostile work environment."

That type of hard-nosed auditing for wasted money is exactly the "hostility" the Town of Atherton needs.

Of course, Jerry Carlson, the prince of a man he is, quickly turned his back on Johns based on pressure by the police department.

John won his long-standing battle for the back-pay he was entitled to and a letter of commendation. But since he actually cares about the Town of Atherton, he wanted correction for the illegal bullying he suffered at the hands of the police department.

The letter he received a few days ago, telling him in effect that he made up whatever he says happened to him, is probably the best reason we need John as City Manager.

It's time to clean up this town.

"If only there were public servants with the courage, skill and stamina that Mr. Johns has."

When he worked for the Town of Atherton, Johns accumulated an impressive record of accomplishments. In 1994 he received the Atherton Civil Interest League Award of Merit. The man who nominated him for this award ironically was Councilman Jerry Carlson.

Under Johns leadership the Town received its first unqualified audit opinion in over 40 years. Five five more consecutive unqualified audit opinions followed under his reign.

As Finance Director Johns incorporated a five-year financial plan. Through a conservative approach to estimating revenues and aggressive cost control methods, the Town's financial reserves increased by $6 millon (a rate of $1 million per year for each of his six years in office).

In 2007 Johns received praise from the FY 2006-07 San Mateo County Civil Grand Jury for his work in cleaning up the Building Department.

In 2007 the Atherton City Council did something unprecedented. It adopted Johns' recommended budget without a single adjustment.

Johns is the kind of no nonsense straight shooter Atherton needs as City Manager. Most importantly John appreciates as much as anybody can how inimical a corrupt and inefficient police department can be to a Town's finances and reputation.

There is one man who can be trusted to fix Atherton. His name is John Johns.

Those who underestimate Mr. Johns do so at their own peril.

He's a decorated veteran of the marines, a marathon runner, a graduate of UC Berkeley and a former principal with IBM Global Services. The typical local government bureaucrat serving can't carry his shoes.

Kathy McKeithen said Johns has baggage. I agree. However I think the baggage he carries is just what is needed to fix Atherton's problems.

As far as I can tell he's the only Town employee who has shown the courage to stand up to the Police Department.

Johns as City Manager would be Steve Ackley's worst nightmare.

Ackley is the owner of Pacific Peninsula Group who is suing the Town to get his road impact fees back. Ackley was the owner of one of the homes that Johns singled out as an example of the Building Department's illegal favoritism in his2006 audit.

There is strong circumstantial evidence that Ackley used his influence with Marsala on the Council to publicly attack Johns when he was put on leave.

Brenda Carlson,

About an hour ago I posted that you might want to double check your web link. I didn't say why, now I will because the Almanac removed my post (which they should not have) plus deleted your web link which they should have...it was an Adult website which I believe you did not want. If I am right you might want to find out how it got on this website.

Also I would like to see the web link you did want the public to see.

I admire Mr. Johns and think he would be an excellent Town Manager for Atherton. Unfortunately, he has very little chance of that.

Let's get real. A fired employee is rarely re-hired by their ex-employer. Whether the concerns are well founded or based solely in self-preservation, there are other candidates available. Why take the chance? In this case, there are at least two, and possibly three members of Atherton's Town Council who do not like Mr. Johns. For that reason alone, he will not be hired.

Yes, it's a shame, but it's unrealistic to expect anything else... especially from this crowd.

The link was to a porn site, and therefore the comment by Brenda Carlson was meant to be sarcastic and reference the allegation that surfaced around the time that Mr. Johns was fired that some web history of pornography sites was found on his computer. Since the group Mr. Johns was having a conflict with was charged to investigate the matter, they could not be objective in any event, but HERE'S THE RUB: anyone who clicked through to Brenda's link, before it disappeared, would have the same web history of pornographic sites on their own computers. I believe that was Mr. Johns' explanation at the time (clicking on spam links in e-mails).

It's just nonsense and was one of the saddest elements of that unfortunate situation (attempting to smear someone's reputation based on issues that were wholly unrelated to job performance, the putative reason for his firing).

Dear Mr. Buckheit:

So was Brenda Carlson's reference to Johns service in the Marines.

The police report written to conceal Johns' harassment at the hands of Eric Grimm and Bob Brennan when he returned Town owned property accused Johns of trespassing and intimidating a witness made reference to Johns' service in the Marines.

The police report also cited unconfirmed reports of Johns having been a sharpshooter during his enlistment. Such information was used as justification for sending criminal complaint against Johns to the DA accusing him of intimidation.

The irony is that Brennan and Eric Grimm quite literally forced Johns into his car at gunpoint. Both men were armed at the time and both were very angry.

It was quite shocking what the Atherton Police Department did to Johns. He answered the call to serve his country. He stood in harm's way to defend this nation only to have his exemplary record of military service used as a way to try and smear him.

The glorified security guards serving the gated community of Atherton (this is Bob Brennan's term not mine) should feel a deep sense of shame.

The Atherton City Council has a tradition of selecting a palace eunich for the top job.

Don't expect that to change any time soon.
