Caltrain to add baby bullets on weekends

Caltrain will be adding express service to its regular schedule of trains traveling between San Francisco and San Jose on weekends.

As additional trains will have a detrimental environmental impact (noise, air pollution, etc.) on peninsula citizens wouldn't/shouldn't an EIR be required before additional trains are added?
