Does anyone know who was appointed City Manager?

They will be having interviews in the next couple of days. They haven't named a new city manager.

How can they be having interviews? The closing date for the applications isn't until the 28th.

Is this some kind of sham?

This is really confusing because they're looking to fill two positions in the near future. The one they're interviewing for this week is the temporary person who will manage the town until an interim town manager is appointed in November. They will start looking for a permanent town manager later.

This meeting will continue at 1 PM today with two opportunities for public comment on the agenda items.

I am in the UK and unable to attend.

As Peter noted, the council will meet at 1 p.m. today, having continued Saturday's meeting to that time. Three potential candidates for the short-term city manager post have been identified, and the city clerk said the council is hoping to appoint someone to that position at the regular council meeting Wednesday night.
