Why is any of this a surprise?

The Council was told in December 2008 that they needed revenues would be going down and that they needed to start cutting expenditures. They did nothing and now the gap between revenues and expenditures is growing. The taxpayers will not tolerate further increases in taxes masquerading as "fees" so the Council had better start making hard choices on reducing expenditures. Rather than nickle and dime the issue they might start with an honest discussion on the pros and cons of outsourcing police services which could save $7 million EVERY YEAR.
