Why not sue the contractor for failure to perform per contract ? We
have good city attorneys lets use them, get PG&E involved as well
if they are part of the problem. Did anyone ever think of doing a joint Fire-Police facility ? Probably not..Fire & Police don't speak to each other, why is that ?

Dear Voter:
Fire PD & EMS all work together on major incidents, like the plane
crash in EPA. There should be no boundries, they are all public safety
people. Not working together is "old school", with budget cuts, minimum staffing the need to work together is now more important than ever..

Why do we need a 3800 sqft substation? That's bigger than some of the obscene oversized houses in West Menlo?

If the developer is in breach, terminate the contract. If the developer owns the property, use eminent domain to acquire it. Then enter into a design build contract with a new and more reliable contractor. Above all, get the city manager to stop diddling around.
