Lawn debate: Property rights vs. environmental responsibility

If a showdown were brewing in Menlo Park between environmental activists and defenders of private property rights, what would be a more appropriate setting for the drama to play out on than a lawn?

Is the water shortage an "environmental responsibility" issue or a public health issue? Seems to me it is a lot more of the latter than the former.
