I pesonally was inolved on this project when it first began over 5 years ago. The project engineers were Biggs Cardosa Associates Inc. Ray Schneibel was the project manager for Biggs Carboso.

This project had NO CITY OR COUNTY APPROVED PLANS AND BUILT IN VIOLATION OF THE BUILDING CODES !

Biggs Carboso perpetuated breaking the law by not doing anything to enforce the code.

I was forced to inspect this project under unsafe conditions .

I fnally quit Biggs Carboso because of their poor engineering and ethics.

A concerned citizen for those who have to live near an unapproved construction project ! Ground water will be contaminated by fertilizer and inscticide runoff. I hope the caves don't fall in .
