Mr. Bohannon wants to hire his own people to do the city's analysis for them. Staff seems favorably inclined, as it would save them work. If Bohannon truly believes this is a worthwhile project for the city, why is he opposed to allowing an impartial entity to evaluate it?

If the Planning Commission agrees to this charade of an analysis, why not just save the money and skip this step--it's pretty clear that any report commissioned and paid for by an applicant is going to conclude that the project is superb in every way and that any downside is minor.
