This is laughably ignorant. Of course the taxes will be passed on, at least in some proportion. If they would not be passed on, then why not make the tax 50%?

I agree, this will hurt renters more than landlords. I am sure Landlords will find a way to pass along any tax increases. The city wants more money, what's to stop landlords from doing the same?
