If population expansion is the concern, wouldn't the money be better spent on a new water aqueduct from the Pacific Northwest? I'm sure Oregon would be happy to sell some of their extra water to California. It gets around the thorny Sierra Club reservoir problem. And, all of the new residents in high-density-housing will be able to take some long showers.
With a $100 billion surplus this year alone, it seems we have been overtaxed. They won't give us the $ back, so they might as well use it on something useful -- and that's not high-speed-rail.
