Should sexually violent convict, deemed 'no longer a threat' by the state, be housed in East Palo Alto?

The release from prison of a man with a history as a "sexually violent predator" and his proposed placement by the state in an East Palo Alto neighborhood are stirring up opposition.

I am curious since "California Department of State Hospitals deemed him no longer a threat to the public and recommended that he live in East Palo Alto" do they have any liability if he commits more rapes? I would guess that he was deemed safe to release after his fist conviction and jail sentence and then he went on to commit more rapes, so can they really determine if he is "Safe"? Maybe he should serve the full sentence before putting him back on the streets and when they do release him, maybe finding him a place to live that is not within 2000 feet of 6 schools and in a community that has more than its fair share of sex offenders would be a good idea.
