There isn't really much logic behind allowing people to shop at Target but not at a clothing retailer. Maybe they don't "need" the clothes, but I assure you that a lot of things being bought at Target aren't really "needed" either. This is unfair for small businesses, many of which are not going to survive this.
When people see this kind of unjustified restriction, it creates a mentality of bending the rules.

The San Mateo Health Officer said on May 4 he reluctantly agreed to keep things restricted until the state would allow it. Now that the state has gone to Stage 2, so should San Mateo County. I'm disappointed this guy won't do the right thing and get us there.

What are all the whiners going to say when we open and this thing comes roaring back, killing folks, and we need to shut again?
Joseph and Mark: what level of death and illness is appropriate for your need to shop for clothes, in person? What number will be too high?
Why don't you agree with the White House and their guideline for 2 weeks of declining cases?
Last: Joseph, have you been in both a clothing retailer and the Target down the hill from us in the last decade? Wow, so sorry you hadn't noticed the difference. I thought it was obvious. My bad.

Joe - he asked how many cases before you would shut down again.
How many?
