Brian, have you been outside in our community lately? Illegal dwelling is rampant. There was even an article in the Almanac on April 17 about "unsheltered" people in our community illegally camping in the marshes.
If we don't do something about it, there will be more incidents like this with greater negative impacts.

Pretty obvious to me that he meant illegal camping up in the hills where there is no easy overnight parking and no running water
