Guest opinion: Relieve traffic congestion by reviving a rail line

Original post made on Mar 26, 2019

The time is now to explore how to leverage the potential of a public-private partnership in order to determine if we can accelerate the possibility of launching passenger train service on the Dumbarton Rail Corridor.

Why didn't the Palo Alto mayor also sign this? The project will also positively impact traffic along the University Ave and Middlefield corridors by taking autos off the Dumbarton alleviating traffic densities and backups in Palo Alto.

Yes to the Dumbarton Rail. But what else is the City Council thinking with it's vote TONIGHT on whether or not to add "Congestion Relief/Management" to its transportation goals?

How about -- rather than doing endless further so-called "studies" about the efficacy of a Dumbarton Rail crossing, like for the past thirty years -- we get an independent analysis; i.e., cost-benefit analysis with full-cost accounting.

They should look at pricing of required standards for seismic structural adequacy, and also account for the predictable under-budgeted capital costs that have become routine in all rail-related development. (See the California High-Speed Rail Project as an example).

I might add that underestimating development and operational costs and over-estimating user numbers (e.g., productivity) has become standard government and developer practice.

Documentation already exists (Google it) based on actual divers looking at the remaining trestle foundations, which apparently have deteriorated beyond repair and are now un-usable. A completely new -- either trestle with a movable swing-section for ship navigation (like the prior one) or elevated bridge will be required.

Just a guess, but a new build, trestle or bridge, will cost many billions. Will Mark pick up the tab?

Build it. Infrastructure decides who wins the 21st century.

Green infrastructure decides who survives to win the 22nd.

Sounds like a great idea. Can it be expedited and also include shuttle in some areas. Local shuttle crossing 101 at the same location as the rail can help the congestion and help Connect Menlo. The entire Dumbarton transit corridor could take many years to implement if it’s even approved. MP could benefit from the existing 101 crossing even if the entire project is questionable.
