Menlo Park: Council hashes out details of potential 'charter' city ballot measure

The Menlo Park City Council may yet bring before voters a proposal to create fundamental shifts in how the city runs, but it wasn't yet ready March 27 to approve the text of a potential ballot measure that could change Menlo Park from what's called a "general law" city to a "charter" city.

Seems like a huge waste if time and money. The city council should be focusing on running the city, which IMO is done poorly.

Under threat of CVRA lawsuit, the district East of Hwy 101 must remain IN-DISTRICT, but the rest of the city can go to FROM-DISTRICT once chartered. McClure's simple charter proposal will allow the resident West of Hwy 101 to vote for two council members every two years. Without this charter, residents can only vote for one council member ever four years.

At the last City Council meeting the City Attorney indicated that if the City were to implement an 80/20 rule it could still be sued for a CVRA violation.

The entire purpose of this proposed limited charter is to allow for hybrid election systems.

The real value of an at-large election is NOW. THIS year, not in two years. Who really wants an at-large election after that? Not I.

Those who live in Linfield Oaks, Felton Gables, Park Forest, Vintage Oaks cannot vote for a representative for the next two years. This is wrong. This election should allow a representative to be picked from a combined area of Allied Arts, Downtown and west Menlo. Too bad Ohtaki is running for an almost un-precedented third term. If he would drop out, then every district could elect someone this time.
