" But the actually nomination and vote on Mr. Jones was delayed because earlier in the meeting board members had decided that whomever they chose would not be officially appointed without passing a background check."
Actually three Board members voted for this requirement - I voted against it.
" but after a five-hour meeting couldn't get three members to agree to vote on an appointee."
Two Board members were unwilling to vote after almost 4 hours of interviews - Director Silano and I were ready to vote.
