Police chief in two communities sounds pretty good.
Does Atherton really need a dedicated police chief, given the level of crime and organizational size?

Bigger question...Does Atherton need a full time force or should they outsource to the Sheriffs Department.

This was a really bad decision. We should never be bringing in outside chiefs when there are multiple qualified internal candidates. What kind of message is this sending to our Police Officers? If they do a great job, there's no possibility of being promoted. The city council should have intervened to make sure an internal candidate was chosen. I'm sure this has done irreparable damage to the morale of our Officers.

To Morale: Given that "Chief McCulley, 55, was selected by the city manager out of 30 applicants. He was interviewed by four community panels, a peer panel and the city manager, mayor and vice mayor," why do you assume that all these interviewers were somehow so dense that they didn't consider internal candidates? Given that 2 council members did interview the candidates, why do you think the Town Council would do anything different?
