"The city is currently seeking proposals for consultants to work on the project." What do the 10 paid employees of the the city's Transportation Division do??? Why do we always have to pay some consultants a six figure fee to develop a plan that our direct employees should be capable of producing?

The cow is out of the barn with many more employees headed this way who can't live here and who will be commuting. "Traffic flow" sounds like a euphemism for making cars a priority. How about improving car traffic by reducing the need for cars?
Real planning is needed to do that. There are not plans for making bike and pedestrian movement a highest priority in order to get people out of cars. Bike lanes are NOT safe or continuous, even within Menlo Park. A bike and pedestrian undercrossing (or is it overcrossing?) at Middle and train station should be a high priority. But these must connect to safe, continuous paths. The El Camino Real and Middle intersection is a disaster waiting to happen for young bicyclists because there are no bike lanes, a lot of cars already in grid lock.
A comprehensive REAL and aggressive plan is needed for bike and pedestrian and car movement, not just to improve the flow of cars.
