This small example of deferred maintenance is symptomatic of a major attitudinal problem that afflicts our society in areas ranging from health care to transportation. In allocating resources, we consistently prioritize dramatic rescues and brand-new undertakings over prevention of disasters and upkeep of existing facilities.
