It was actually a loan from the Dumbarton project to Bart. Why was it a loan? Because Regional Measure 2(RM2) is designed to make it very difficult to defund projects. So that money was absolutely supposed to be paid back for funding the Dumbarton Rail Project.
About 18 months ago, the MTC was able to, in violation of RM2, get the loan entirely forgiven, effectively robbing every cent from the Dumbarton Rail project.
Also, keep in mind that the Dumbarton Rail project was explicitly cited as a priority project in the Regional Measure 2 language, including the creation of a rail station at the Facebook (formerly Sun Microsystems) campus.
I applaud Facebook's efforts to help figure out better transit/commute solutions for the area. But they need to be very, very wary of the characters they'll work with to get better public transit infrastructure in the area. The MTC will rob them blind and spend any money given them as they see fit, regardless of whatever financial safeguards are in place.
The MTC is in LOVE with bart and cares very little about any transportation issues other than those that go north/south. East/west is not a priority for the MTC.
