There already is a bike lane across the Dumbarton Bridge. It would be real nice if a bike path could connect this to Palo Alto through the baylands, instead of forcing bicyclists to ride down University Ave to get to Palo Alto. I thought Facebook promised to build this bike path (when they first moved into their current campus), but nothing ever happened.

Using the Dumbarton rail line to alleviate the East-West lower peninsula commute sounds like a great idea. The bridge and rail rights of way already exist. They would just need to be rehabilitated, which won't be cheap, but neither will be other methods to expand cross bay traffic capacity. This has the environmental benefit of getting more people out of their cars.

Actually, with respect to the Bayfront trail, something did happen; there was a bike trail built on the east side of University Avenue, starting at highway 84 ... the thing is it doesn't go all of the way quite yet. At a Facebook meeting at East Palo Alto town hall a couple weeks ago, I asked about it ... a woman in charge of bike trail development said the next portion, that would complete a connection it to Cooley Landing, needs to go through environmental review, which is can take awhile ...
She said things were moving forward for a bike trail that parallels the Dumbarton Rail Line towards Redwood City (not across the Bay)... they have a proposed bike bridge that would run parallel to the existing unused Dumbarton corridor rail bridge that crosses 101. (The parallel bicycle bridge would leave the existing bridge available for trains or whatever.) She said she was hoping for bridge completion in 2018, but merely getting approval by 2018 was more likely. There's also plans for a pedestrian bridge halfway between where Willow Road and Chilco Road meet Bayfront expressway.
