Doesn't "boondoggle" imply that the "people" are paying for it?
Is that true? Is that what you are implying? It seems extravagant
for local city council people to be traveling across the world on city
business, which makes me a bit dubious.

Please get your metaphors in order. These trips are commonly referred to as 'Junketts,' not boondoggle which would suggest a publicly funded project of no use.
Let's hope they both bring back chocolate from the airport.

The City has friendship agreements with Cities in China and Ireland. Over the past few years delegations have gone back and forth. The Menlo Park Vice Mayor is going to China. Menlo Park Mayor is going to Ireland.

@ Newsy, friendship agreements are not technically "city business", @accountability is suggesting that city funds will be used for expenditures or reimbursements, which does not appear to be the case here.
