El Camino Bike Trap - Missing Grate @ Encinal

On SouthBound El Camino, just beyond the Encinal light, a large culvert grate has been missing for at least the past 2 weeks. A single cone has marked this hazard but I truly pity the poor driver or especially the bicyclist that drifts into this large hole. It is about 3'x4' - Big enough to break an axel and definitely throw a bike rider into traffic.
Anyone know if the Atherton is responsible for this or does this fall upon CalTrans?
