Confused about water conservation effort. Menlo Park Municipal Water District agreed for:
1. 14.6% increase for HIGH Users (40 CCF)
2. 29.5% increase: ABOVE-AVG Users (25 CCF)
3. 34.8% increase: AVG Users (14 CCF)
4. 37.3% increase: LOW WATER Users (5 CCF)
Why are AVG and LOW water families penalized for utilization of water management plan?

While I receive my water from the Bear Gulch district, I can't help but be shocked about the city council vote to increase customer's water bills by 35% while increasing commercial customers at a much, much lower percentage.
In addition, punishing those who conserve more water seems totally illogical. I understand that they felt they needed to vote for an increase to handle several issues, but why vote yes to this exact plan. I imagine they could have come up with a more fairly balanced plan.
Why not tax the residents and businesses at an equal rate, why not encourage water conservation and why not reward those who do make sacrifices and conserve more water each month.
There seems to be no logic to this vote and it would be nice for the council to address these questions.
