If the city didn't have people vehemently opposed to elevating the tracks, grade separations might have been implemented the last time the city studied them. People complain about the city moving slowly, but when the city tries to move quickly then people complain about not being informed and conspiracy theories about shenanigans abound. Just look at Santa Cruz Avenue, then and now.

Grade separation by elevating the train tracks was proposed more than 10 years ago. Rich NIMBYs loudly denounced the plan and still do. The city council has been too wimpy to stand up to them, thus nothing gets done.
