There is one and only one thing that needs to be done to encourage conservation. Raise the price for water until the conservation target is hit.

I was wondering, how are the statistics taking into account the homes in Woodside and Portola Valley that have livestock. They can't cut water for them. In addition they quote the statistics - "2013 showed Portola Valley, Woodside and Atherton consuming water at levels four to six times the Bay Area average for that year" are they taking into account that most homes in PV and Woodside are over 1 acre?

Mary Toth. You wonder how people with livestock on their property will be able to cut back. Sadly, many farmers whose livelihood depends on livestock have had to sell off their animals because of the drought. While it is nice to have an acre+ it is not necessary to water an entire acre, especially if it is lawn or a swimming pool. I used to have a large, lovely lawn, but I could not in good conscience continue to water it during the drought. Maybe one day I'll have a lawn again, but for now I have fairly attractive drought friendly ground cover. We are all fortunate to live in an area with many trees; it is the trees that I'm concerned about.

Mary Toth, can you enlighten me? I understand that some homes in Woodside and Portola Valley have livestock. How many animals do these homes typically have? And how much water do cows, horses, pigs etc. use in a day, and for what purposes? Thanks.
