Traffic Lights Out in Menlo

We drove through three intersections with the traffic lights out this afternoon. How many are out? Is this related to the outage in Atherton? Where were the police? Why weren't they directing traffic? We saw flares at only one intersection. Some people were being cautious, some people were being ridiculously stupid and endangering everyone by blowing through intersections. Where are the police? Why has this not been reported here? It's great that a package thief was caught, but still - where are the important headlines to give people a head's up?

If people follow the law we don't need police at an intersection with the traffic signals out. When a signal is out the intersection is to be treated as a four way stop. If drivers weren't doing that it's not because the police should have been there it's because you basically only have to fog a mirror to get license in this state.
