Atherton wants residents to pay town's costs for special events

Original post made on Nov 21, 2014

Atherton residents who host events that cost the town money for police or other services, ranging from presidential visits to teenagers' parties, would have to pay back the town's expenses under proposed regulations.

Might want to require substantial advanced deposits, especially for any politico gatherings. Better yet a percentage of all funds raised.

Are police officers paid overtime for patrolling traffic for political fundraisers? The host-donor who gets bumped up on the friend-list of the politico should reimburse the Town for associated costs.

I agree that the homeowner whose guests need more than 1 visit to shut down a loud party should pay an escalating fee for any subsequent visits.

Everyone should remember that in all cases where "the government pays", it is actually the taxpayers who are paying since "government" has no money it didn't first extract from the taxpayers. So these delinquent hosts and party-givers clearly expected their neighbors to ante-up for the added costs of law enforcement, fire or other city-sponsored repairs that they caused. Atherton's proposed ordinance is fair and long overdue.

Many cities charge for more than one response to a loud party. The first one is free. The next on the home owner to charged for each police officer who responds including any officers from another jurisdiction. Can be expensive.

Charging people who are hosting the president? Sure, that is something they are doing that they know will require extra public services, and it's obvious.

But making people who have a party subject to a retroactive permit to pay for police services? That seems sketchy to me. If there is a noise complaint, and it's not dealt with, come up with a fine for generating the noise. I just think making citizens pay for police services is a slippery slope. What if a neighbor calls the police on a noise issue that isn't justified? Does the neighbor get charged for the police call that wasn't required? This can go on and on. The new regulation shouldn't go too far, as it will engender hostility between Atherton and its residents.
