Did the drafter of Measure M even read the Specific Plan?

We now know that Measure M was not written by Mike Lanza and Patti Fry but by a Davis California environmental lawyer Keith G. Wagner:

"As the attorney who wrote the text of Measure M in consultation with and on behalf of Save
Menlo, I am intimately familiar with Measure M’s content and subject matter."

Given the many errors, mistakes and oversights in Measure M did Mr. Wagner actually read the Specific Plan and the two volume Specific Plan EIR BEFORE he wrote Measure M?
