Has MP gov't and city council had any secret talks with Arrillaga over MP land issues like the PA council did?

In light of the recent Santa Clara County Civil Grand Jury report and this weeks admissions by PA Council members regarding secret talks with Arrillaga re two major land issues could the MP council and city attorney give MP residents any assurances that the same has not happened here?
