I wrote in Lopez's name. Even if I were the only person who did, which I doubt, how can Munks have 100% of the vote?

Aha, answered my own question: write-ins haven't been counted yet.
How can the election be called for Munks at this point in time then?

Looking on the San Mateo county website it looks like the way write in candidates work is that they need over 1500 votes to even be considered as an opponent... So from what it sounds like is that Lopez got under 1500 vote... concluding from that assumption his votes were not even considered giving Munks 100% of the around 50,000 other votes for Munks

70,651 votes were cast.
19, 627 did not vote for Munks.
18, 037 did not vote for Wagstaffe

Munks received 37, 054 fewer votes than he did in 2010.
