Gee, what would motivate neighbors to commit these burglaries? There are some who will cite old statistics saying that these are acceptable because less are occurring that 10 years ago. One theft is too many. I am assured it is not under reported drug addiction.

I have ten years in prior law enforcement. I can tell you that some may have been "neighbors" and some may have been strangers. I can also tell you, because I'm still in contact with those in law enforcement, there's no "under reported drug addiction." Crime is down and those aren't ten year old statistics. The FBI's data base is about 2 years behind and they show a decline in crime. I know that doesn't fit with your world view, but "thems the facts Jack." It must be terrible to be so frightened about the world around you.
