What putting this back on the ballot should imply here is that they are currently proposing a project which absolutely does not qualify for bond funding under AB3034. It should be shut down completely until they come to the voters with a new request (backed up with some reality this time)

As Assemblyman Hill indicated the costs are increasing, and the voters in 2008 said no to a state subsidy.

While the concept may be good, the cost, in this case, seems to outweigh the potential transportation benefit. This was a flawed project from its initial presentation in ridership and costs; it's time to cut our losses and move on.
