Community Development Agency funds transfer

There are several measures involving the Community Development Agency that are on Menlo Park City Council Agenda tonight.

I looked at the city staff's proposals to transfer funds to the city and am surprised that so little input would be required for some many millions of dollars. The proposals are very rushed because the City Manager wants keep the money away from the state if development agencies are dissolved so that the funds can go to school budget shortages. I do support what Gov. Brown is suggesting, because schools are very important. I do not like the rushing of big decisions, just so that our city managers get to control the funds if the state does need to dissolve the CDAs.

Perhaps some money should be transferred, one proposal focuses on law enforcement in the area, but not carte blanche as the Manager is proposing. I am particularly concerned about the proposal to move $16.4 million into a new Housing Authority whose Affordable Hosing plan consists of three paragraphs.

I hope the City Council votes against this, perhaps the manager can scale back the requests to be more reasonable. Our schools need money and if development agencies have to go it might be the better of two evils.
