Isn't the real reason for restoration to "cement" the grounds and declare it as a HISTORICAL SITE so that no future building on the grounds ever be possible?
A thin disguise for more fear of having "outsiders" enter the domain.
Compared to the Steven Jobs fiasco in Woodside, this is being done with a some smarts.
Still, the motives are way too premature and, at the same time, very clear.
I suggest you call in an expert in demographics from an outside area like Connecticut or Middleburg,VA...
