For arguments sake lets say that there are exactly 40,000 absentee ballots. For the measure to pass it will need 26,515 voters in favor of the proposition (66.2875 percent of the absentee votes). If the absenttee ballots oppsoing the proposition total more than 13,485 (or 33.7125%) then the measure will fail. These numbers are only valid for 40,000 absentee ballots.
