Most, if not all, of these mortalities take place at grade crossings. Having at least one person there as a kind of crossing guard, like schools, everyday, throughout the entire day, might mitigate these high fatality numbers.
Where would we get such people to do this? How about a volunteer retired people organization dedicated to this effort? With enough people to serve in this noble endeavor, a single "watch" might be two hours. That's not much. More people means everyone participating would have to do less.
There is no point in making distinctions between suicides and stupidity. All need our help and intervention.
All anyone needs to do this job is good eyes and a loud whistle to blow, sort of like a life-guard, which is what they would be.
