"The tunnel is one of 84 projects in the state's $4.4 billion Water System Improvement Program to help..." I think the "Bay City News Service" didn't understand what they were copying from a press release. They probably meant that the project is funded by Prop. 84, the State proposition that voters approved to fund public works projects. "84" is the funding source used as a name, not the number of projects.

No, Eric, it's not Prop 84 money. It's money that SF and Peninsula cities are raising through bond sales in order to repair and and upgrade facilities that have been woefully neglected by SF for many years, primarily because SF mayors from Feinstein to Brown and in between diverted water and power revenues to other purposes. Now the rate payers are going to pay the price because the bonds will be paid off with substantially increased rates to all customers of SFPUC's Hetch Hetchy water. And yes there are 84 separate projects involved. If you rely on Hetch Hetchy water you best pray that there's no earthquake before the job is done.
