As far as this loose affiliation of residents on Cloud and/or Altschul streets, it never ceases to amaze me how an argument against using public roadways digresses into the "but what about the children?" argument. CHILDREN DO NOT BELONG IN THE STREET- PERIOD. Take them to a park, play in the yard, and/or wait until they are of sufficient age and maturity to allow them to ride their bikes and/or walk in approved pedestrian routes/paths in vicinity of a quiet or well taveled/used public thoroughfare. This same imminent danger to our children and "we got ours and we ain't sharing" is what fueled the North of University crazies in Palo Alto with their fences. I think the traffic light timing is a good alternative and compromise, so the rest can deal with their perceived annoyances and inconveniences (which likely only last a couple of hours in the morning and evening).
